Law No. 7592 on Amendments to the Higher Education Law and Certain Other Laws was published in the Official Gazette on August 9, 2026, and entered into force.
Under Article 14 of the aforementioned Law, which added Transitional Article 85 to the Higher Education Law No. 2547, students whose enrollment at higher education institutions has been terminated have been granted the right to resume their studies.
In this context, students whose enrollment was terminated prior to August 9, 2026, and who do not fall under the exceptions specified in the Law, may apply to benefit from the student amnesty.
Furthermore, it has been stipulated that students who were eligible to enroll in a higher education program but did not do so may also benefit from this provision under the conditions specified in the Act.
Applications to be submitted to the Institute of Clean Energy Technologies at Yıldız Technical University cover candidates who were dismissed from graduate programs within our Institute, as well as candidates who were eligible to enroll in a graduate program within our Institute but did not do so.
In this context, candidates wishing to benefit from the student amnesty must submit their applications to the Institute of Clean Energy Technologies at Yıldız Technical University within the specified application period.

Applications may be submitted within four months starting from August 9, 2026, the date the Law enters into force. Applications submitted after 5:00 PM on December 9, 2026, will not be accepted.
Required Documents
Applications may be submitted in person by the applicant or through a person authorized by a notarized power of attorney.
Application documents must be submitted to the Student Affairs Office of the Institute of Clean Energy Technologies.

- A criminal record check with a wet signature or one obtained through e-Government that is electronically verifiable.
- Original diploma and a photocopy, or an electronically verifiable graduation certificate obtained through e-Government.
- Original and a photocopy of the transcript (grade report), or an electronically verifiable transcript (grade report) obtained through e-Government.
- Original and a photocopy of the national ID card/Turkish ID Card. For applications submitted by a representative, a notarized power of attorney must be submitted along with a notarized photocopy of the applicant’s national ID card/Turkish ID Card.
- For foreign nationals, a copy of the foreign identification number and passport.
- One photograph.
- For applicants who have been admitted but have not yet registered
- The ALES/GRE certificate used in the application for which they were granted admission.
- The foreign language certificate used in the application for which they were granted admission.
IMPORTANT NOTES
The Higher Education Council has not yet determined the procedures and principles regarding the implementation of the student amnesty.
Therefore, procedures regarding enrollment, academic adjustment, course exemptions, and the conditions and stage at which students will resume their studies following the application have not yet been finalized at this stage.
Following the publication of the procedures and principles regarding the implementation of the student amnesty by the Council of Higher Education, our University will carry out the necessary preparations, and the application procedures and schedule following the application period, along with the implementation principles to be determined by our University Senate, will be announced separately.
The documents required for application are listed above; should the Presidency of the Council of Higher Education or our University determine that additional documents or a different application method is required in accordance with the regulations to be issued, a separate announcement will be made.
It is important for candidates wishing to benefit from the student amnesty to follow the announcements made by the Institute of Natural Sciences during the application period.
Those performing military service as of the date the law enters into force will also be eligible for this provision and may apply to our Institute within two months following their discharge.
Note: This announcement has been published to inform the public about the entry into force of Law No. 7592 and the commencement of the application period under the student amnesty. The procedures and principles regarding registration, academic adjustment, and other academic and administrative processes to be carried out following the application will be announced separately after the relevant regulations are issued by the Council of Higher Education and our University.
