Regarding Applications to the Doctoral Program Outside the Quota and Without an Exam

You can apply to the Institute of Clean Energy Technologies’ doctoral programs by obtaining a letter of acceptance from one of our faculty members, which exempts you from the quota and entrance exam requirements. Both Turkish citizens and foreign nationals may submit their doctoral applications online by September 16, 2026. 

Details for Turkish citizens who have received a letter of acceptance from YTÜ faculty members for the doctoral programs are as follows:

Turkish citizens who wish to apply to doctoral programs and have received a letter of acceptance from a faculty member who will serve as their thesis advisor must first complete their applications fully and accurately through the Student Information System (OBS). The name of the application module in OBS for our Institute is “Institute of Clean Energy Technologies: Application by Turkish Citizens with a Ph.D. Acceptance Letter.”

Applicants who have completed their application through OBS may apply in person to the Department Chair of the program they wish to enroll in, submitting the documents listed below. Provided they meet the minimum application requirements for the program, they may enroll outside the quota and without an entrance exam, subject to the recommendation of the relevant Department Chair and a decision by the Institute’s Administrative Board (Samples of the application documents must be submitted to our Institute via the EBYS system through the Department Chair.)

The entire process must be completed by the application deadline of September 16, 2026, at 3:00 PM. Otherwise, the application will not be approved by our Institute. Applications are submitted online at https://obs.yildiz.edu.tr/oibs/ina_app.

Required Documents:

  • Letter of Acceptance: A letter of acceptance issued by the YTÜ faculty member who will serve as the thesis advisor. (Click here for a sample letter of acceptance.)
  • Copy of Turkish ID Card (Original must be presented)
  • Master’s Degree Diploma or an electronically verifiable graduation certificate obtained from e-Devlet
  • Original Master’s Degree Transcript or an electronically verifiable transcript obtained from e-Government
  • ALES or GRE Score Report (Must meet the minimum score requirement for the program to which you are applying)
  • Foreign Language Certificate (YDS or equivalent exams), (must meet the minimum score required for the program to which you are applying)

“International” applicants who wish to apply to our Institute’s doctoral program and have received a letter of acceptance from a faculty member at our university who will serve as their thesis advisor must first complete their applications fully and accurately through the Student Information System (OBS). The name of the application module in OBS for our Institute is “Institute of Clean Energy Technologies: Application with a Letter of Acceptance for Foreign National Doctoral Candidates.”

Applicants who have completed their application through OBS may apply in person to the Department Chair of the program they wish to enroll in, submitting the documents listed below. Provided they meet the minimum application requirements for the program, they will be able to enroll outside the quota and without an entrance exam, subject to the recommendation of the relevant Department Chair and a decision by the Institute’s Administrative Board (Samples of the application documents must be submitted to our Institute via the EBYS system through the Department Chair.)

  • ​Diploma: Apostilled diploma or graduation certificate for the undergraduate and graduate programs from which the applicant graduated
  • Transcript: Apostilled transcripts for the undergraduate and graduate programs from which you graduated
  • Passport Copy
  • University Recognition Certificate: A document certifying that the foreign higher education institution from which the applicant graduated from undergraduate and graduate programs is recognized by YÖK (https://denklik.yok.gov.tr/en)
  • ALES or GRE Certificate (Applicants must have achieved the minimum score required for the program to which they are applying.)
  • TÖMER C1 Certificate: Valid for 2 years. It must be obtained from TÖMER centers at state universities in Turkey or from Yunus Emre Institutes. Applicants who have completed their bachelor’s and/or master’s degree programs in Turkish in Turkey are exempt from the TÖMER C1 requirement. 
  • Foreign Language Certificate (YDS or other equivalent exams) (Applicants must have achieved the minimum score required for the program to which they are applying.)

International Applicants

Details for international applicants who have received an acceptance letter from a YTÜ faculty member for a PhD program are provided below.

International applicants who wish to apply to our Institute’s doctoral program and who have received an acceptance letter from the YTÜ faculty member who will serve as their thesis advisor must first complete their application fully and accurately through the Student Information System (OBS).

The application module in OBS for our Institute is “Temiz Enerji Teknolojileri Enstitüsü Yabancı Uyruklu Doktora Kabul Mektubu ile Başvuru” (Clean Energy Technologies Institute – PhD Application with Acceptance Letter for International Applicants).

After completing the OBS application, applicants must submit their application in person to the Department Chair of the program they wish to enroll in, along with the documents listed below. Provided they meet the program’s minimum application requirements, they may be admitted outside the quota and without an entrance exam, based on the recommendation of the relevant Department Chair and the decision of the Institute’s Board of Directors. Copies of the application documents must be submitted to our Institute via the Electronic Document Management System (EBYS) by the Department Chair.

The entire process must be completed by the application deadline, September 16, 2026, at 3:00 PM. Otherwise, the application will not be approved by the Institute. Applications are submitted online at https://obs.yildiz.edu.tr/oibs/ina_app.

  • Diploma: Apostilled diploma or graduation certificate for all completed bachelor’s and graduate programs.
  • Transcript: Apostilled transcript for all completed bachelor’s and graduate programs.
  • Copy of passport.
  • University Recognition Document: A document confirming that the foreign higher education institution attended is recognized by the Council of Higher Education (YÖK) (https://denklik.yok.gov.tr/en).
  • ALES or GRE score report: Must meet the minimum score required by the program to which the applicant is applying.
  • TÖMER C1 Certificate: Valid for 2 years. Must be obtained from a TÖMER center at a state university in Türkiye or from the Yunus Emre Institute. Applicants who completed their bachelor’s and/or master’s program in Turkish in Türkiye are exempt.
  • Foreign Language Certificate: YDS or an equivalent exam. Must meet the minimum score required by the program to which you are applying.
